The Employment / S Pass Self-Assessment Tool (SAT) is an online tool on the Ministry of Manpower (MOM) website to assess if candidates qualify for an Employment Pass or S Pass based on the information provided, such as salary, educational qualifications and work experience.
The SAT does not guarantee the actual outcome of the candidate's application. This is because there are other checks such as his/her employer's quota (for S Passes) and his/her history, that are not considered in the assessment.
The Employment / S Pass Self-Assessment Tool can be used to:
- Preview and check the candidate's details before submitting the self-assessment.
- Edit the candidate's details easily for re-assessment.
- Print the candidate's assessment results.
MOM does not have a list of recognised institutions.
In the SAT and the work pass application form, MOM has included a list of institutions that are commonly declared in work pass applications.
If the candidate's institution is not in the list, they are required to enter its name as shown on the educational certificate.
If the qualification level that appears on the candidate's certificate is not in the list on the SAT, he/she can choose the equivalent level from the dropdown list.
Candidates can choose not to declare the qualification in the SAT.

- Internet Explorer 10 or higher
- Safari version 12 or higher
Users must have JavaScript enabled in their browsers.
MOM does not collect any data that allow it to identify candidates.
As the data you provide and outcome are not stored, candidates should save or print a copy of the assessment before they exit the SAT.
The SAT is free and anyone can use it.
