Goh Meng Seng (吴明盛) is an opposition politician who was formerly a member of the Workers' Party and the National Solidarity Party. In 2015, he founded the People's Power Party and is currently its leader. He is generally opposed to LGBT equality and, in the run up to the 2025 General Elections, became the first Singaporean politician to campaign specifically on an anti-LGBT election pledge.
Reply to LGBT activists' letter, 2011[]
In response to a joint letter signed by 7 members of the LGBT community several months before the 2011 General Elections querying Singapore's political parties' views on various issues of concern to the community (see main article: Singapore political parties’ positions on LGBT concerns – General election 2011), Goh Meng Seng, secretary-general of the National Solidarity Party (NSP) sent an e-mail reply on 12 November 2010:
"On behalf of National Solidarity Party (NSP), I thank you for your email dated 15 September to enquire about our Party’s stand on the issues of LGBT.
The questions that you have raised in your email have given us a great opportunity to closely examine and discuss about LGBT issues in general as well as sorting our thoughts on various universal issues of equality and human rights.
Upon reflection, we come to the following general conclusions:
1) NSP is made up of a wide spectrum of individuals with different inclinations, from extreme liberal to ultra conservative. However, the mean score index is skewed towards the conservative position. We believe that this composition of NSP is more or less representative of the Singapore society at large.
2) Although NSP will be fighting for a broader base of equality and rights for Singaporeans in various segments of legislation (eg. Equal Opportunity in Labour law etc), the isolate issue of LGBT rights will not be NSP’s main political campaigning focus for the foreseeable future.
3) However, NSP will not restrict its members or future Members of Parliament to express their views or vote according to their own inclination with regard to LGBT issues.
4) NSP may not be able to answer each and every question that you have raised but we would like to address these questions in a more general approach at this moment.
5) Your questions could be categorized into 4 broad areas i.e.
A) Section 377A & Equality
B) Equality on Jobs
C) Media policy and promotion of alternative lifestyle via media
D) Recognition of Same-sex marriage
5A) Section 377A & Equality
NSP recognizes the existence of LGBT community in Singapore. NSP also recognizes the enactment of any laws should be in accordance with the principles and core values that the nation holds as a people. Individuals’ interests and rights should not supercede the core values that the society holds. If a law is to be repealed or changed, it must get enough support from the society at large. NSP strives to have a more diverse representation within its rank and file so that different views could be heard and presented within. For the issue of Section 377A, with due respect to each different individuals in the party, we would let our members decide on their own as this is the not the key political focus of the party. It would also mean that future MPs of the party would have to exercise their own political discretion and judgment in deciding whether to vote for or against the repeal of Section 377A, in accordance to social sentiments of that time.
5B) Equality on Jobs
In principle, NSP is against discriminative employment practices. We advocate Equal Opportunities for all, regardless of race, religion, disability, age, sex and even sexual orientation.
5C) Media policy and promotion of alternative lifestyle via media
In principle, we do not think Singapore is ready for equal promotion of alternative lifestyle. However, we do not discount the fact that social mindset may change over time. It will depend very much on the social acceptance of Singaporeans on promotion of alternative lifestyle over the media.
5D) Recognition of Same-sex marriage
We do not think Singapore society is ready to legitimize same-sex marriage. Most of the issues raised could be dealt with by other legitimate means like writing Will or empowering LGBT partners by means of Attorney of Power.
Singapore’s social core values, at this moment, only recognizes family unit with heterosexual relationship. In principle, NSP has to respect such core values held as a society.
Secretary-General"
Downplaying Orlando gay club massacre[]
On Wednesday, 15 June 2016, following a series of Facebook posts by Syafarin Sarif, chairman of the People's Power Party (PPP) which claimed that the Orlando shootings may have been staged by "government organizations" (see main article: Syafarin Sarif's views on homosexuality), then PPP Secretary-General Goh also came out to "scold" the LGBT community for only caring about events that affected their community[1]. He also cast doubts on certain aspects of the Orlando shooting and questioned whether there was more than met the eye to the tragedy.

"Orlando shooting is an unfortunate incident but it isn't the only unfortunate event which homicide or mass killings of innocents have been made in human history.
However we didn't see any big group of Singaporeans gather at Hong Lim Park for any mass killings of innocent people in the world tor the past decades. Not even the 1989 Tianan massacre brought Singaporeans to any huge gathering "to show solidarity", though there were numerous people lining up at the Bank of China to send wreaths But there after, there was no vigils or anything like that held for the past 27 years m remembrance of the 1989 Tianan massacre which thousands, not just 50 or 100 odd innocent people were killed mercilessly.
There were other massacred happening since then, Palestine, Syria, Iraq, African countries but no Singaporeans has shown any concern big enough to go to Hong Lim Park to protest or vigil or to "show solidarity".
Well, I attended one for the Israeli attacks on Palestinians but the attendance was just very small.
Well, is it just because the victims of Orlando shooting are LGBT and thus, there were more sympathy? Or are Singapore LGBT more vocal and concern about their own community's plight”?
I am not against LGBT and in fact, as I have said in NUS-Yale Forum I have knowingly supported LGBT candidates. But my question is, while LGBT is assertive in their rights and wanting others to support their movement like Pinkdot or rights, it seems to me that they are more concerned (or just only concern) about their own community's issues and plight.
I am concerned about indiscriminate killings of innocents, just anybody, LGBT included But before anybody jump into conclusion that this Orlando shooting is just about “anti-LGBT", one should look at it as stupid people doing stupid things which kills lots of people.
Well anyway, coming back to the Orlando shooting.
There are some facts we need to look at. The shooting was reportedly started OUTSIDE the nightclub first, between law enforcers and the criminal It makes hell of a difference here.
And according to this report, the killing inside the club was still happening 30 minutes AFTER the shoot out started.
How many crazy are involved? It was said one But is it possible? For the Swat team and policemen to miss all shots on one single man and this man went in and shot over 100 people some dead, some wounded.
If he was carrying an assault riffle, how many rounds were he using? 180 rounds? He was having a more than 30 minutes shooting At least 250 rounds? If one magazine holds 30 rounds, he would have to carry at least 8 magazines.
Now, most Singaporean guys have been trained to use an assault rifle. Do you know how heavy it is to carry 6 magazines of 5 56 rounds? A full battle order comes with 6 magazines and it was pretty difficult to carry it without your SBO! Now, this guy, was supposed to carry EIGHT magazines!
Now if he wasn't carrying a 30 rounds magazines but a 20 rounds magazines, he would be stuffing himself up with at least 12 magazines changing magazines in rapid succession No one actually took the opportunity to take him down while he was changing magazines? He needs to change at least 6 magazines of 20 rounds, or at least 4 magazines of 30 rounds!
There are just too many questions in my mind really For a single gun man to take down over 100 people, without a SBO (Standard Battle Order), is something unimaginable to me."
Section 377A[]
In September 2018, Goh made two posts on his Facebook saying that he would only be agreeable to repealing Section 377A if there was legislation or a mechanism to prevent the LGBT lifestyle as a norm.
14 September 2018[]

"Thought of the Day - Redundant Law for show - Rule by Law
I was shocked to read what PM Lee had said in parliament with regards to 377A. Although he echoed my view on the need to prevent the promotion of LGBT as a "lifestyle", but he seems to suggest that the PAP government has not enforced 377A aggressively thus there is no need to repeal it but leave it as status quo.
I am even more surprised that some LGBT actually criticized my moderate middle path to resolve the issue of 377A between the conservative and liberal, claiming that they would rather vote PAP because I made the suggestion that although I would not disagree that 377A should be removed but law against the promotion of LGBT as a lifestyle should be considered at the same time.
They would actually agree to vote PAP which prefers to do nothing to repeal 377A but react passively by promise not to enforce it, rather than opposition like me who agree to strike out 377A but considered other ways to come to a consensus between the conservative and the liberal.
PAP is a government without moral courage and backbone to come up with a solution with consensus built upon mutual respect and understanding between the two camps. Instead, it just took the opportunistic populist and easy way out of such social dilemma. It is a party without logic, common sense, reasons and principles to start with, least any moral courage to do the right for social cohesion and harmony.
To retain law which they themselves admit that they will not enforce is basically illogical and irresponsible in managing the legal aspects of the society to stay relevant to changing social perspectives and context.
If LGBT still thinks they could trust PAP to "let them go" with the promise of non enforcement of 377A, then so be it. We will end up literally becoming a society without the Rule of Law but just Rule by a Law, according to PAP's liking."
19 September 2018[]

"Similar to my view that we are agreeable to repeal 377A if and only if there is legislation or mechanism to prevent the promotion of LGBT as a lifestyle or a norm.
However the CNA headline title is misleading."
Facebook posts as PPP candidate for Nee Soon GRC in GE 2025[]
3 March 2025[]

On Monday, 3 March 2025, Goh, then Secretary-General of the People's Power Party (PPP), announced on his Facebook that his party would be contesting in Nee Soon GRC, for the upcoming General Elections. He also declared his intention to run on a pro-family platform, adding that he would not allow the "LGBTQ agenda" to distract from the importance of growing Singapore's "core population"[2].
He wrote: "PPP vs PAP Nee Soon Team
There is speculation that PAP might be fielding a well known LGBTQ activist in Nee Soon. PPP is set to contest in Nee Soon GRC and is definitely mindful of such potential move by PAP.
First of all, I have put it clearly, we have absolutely nothing against LGBTQ as individuals. We respect everyone as a human being and empathize greatly on the challenges which the LGBTQ community face in life.
However, as a politician who will deal with public policy for the greater good of the Nation, I will have to take a firm stance to maintain the sustainability and long term survival of this Nation which has a small population.
The family unit is the most fundamental pillar of a country, without it, the Nation may just go into extinction.
Thus the importance of the basic family unit must be enshrined in our Constitution, thus we would want the Constitution to state unequivocally clear that the legal definition of a family unit could only be a union of a biological Male and Female, nothing else.
As we are already facing an existential crisis of an extremely low Total Fertility Rate (of 0.97), we should strengthen our Pro Family policies and we should not allow LGBTQ Agenda to distract or divert our attention from the importance of growing our Core Population.

The impressionable minds of our young should not be subjected to the undue influence of LGBTQ Agenda. LGBTQ should not be, cannot be, must not be a "Lifestyle Choice". While we do not discriminate any individual LGBTQ in jobs and such, but we should not promote LGBTQ as a form of lifestyle because it will be detrimental to the fundamental sustainability of our country.
This is the fundamental reason why I have resisted from attending Pink Dot all these years, not that I am "anti-LGBTQ" but in full consideration on the sustainability and survival of our country, we should refrain from promoting LGBTQ Agenda.
There are claims made that Singaporeans are becoming more "liberal" and may be ready for more changes under the context of "inclusivity" for LGBTQ Agenda, including but not limited to same sex marriage. I will resist such narrative and will reason that such changes will be detrimental to our country. As far as I know, no other political parties have made a clear stance on this important issue because everyone is chasing after the "Pink Votes". PPP is the only political party that is making a principled stance in full clarity.
If PAP's Nee Soon Team is pitching as the Pink Political Avant-garde team, PPP would be ready to contest them based on our Core Values of Nationhood.
For a nation to survive, the family unit must be a union between male and female. I don't see how any rational voter could disagree with that.""

On Monday, 11 March 2025, Goh made another post to his Facebook affirming his opposition to the "LGBTQ Agenda", this time referencing Lee Kuan Yew[3]:

"Cultural Defense
Our late Lee Kuan Yew had made this important point of resisting Western "Decadent Culture and Values" influence as we are an Asian society. He has even promoted Confucianism as a defense against Western Cultural influences.
Of course, he resisted the Western Democratic Principles most as this is in direct conflict to his "benign authoritarian" rule.
He was definitely not a defender of Human Rights as he had used detention without trial under ISA to deal with his political opponents.
I bet he must be also aware of the LGBTQ Agenda in the early 2000s. Did he support it? I seriously doubt so.
PAP has indeed changed, quite drastically, from the days of LKY. Is it changing for the better or ye worse?
LKY was never a "Populist" but rather a leader who upheld his values, rightfully or wrongfully, and he would try his very best to convince Singaporeans that his Core Values would serve Singapore best.
But the same cannot be said of the current PAP's leadership.
We have to nib this problem in the bud and should make this with full clarity that Singapore as a small Asian country, we should not subject ourselves to "social cultural experiment" which may create an upheaval in cultural war that will be an unnecessary distraction and detrimental to our Nation building.
From this perspective, I am adament in preventing the LGBTQ Agenda from seeding and growing within our boundaries. Laws should protect our country from such adverse impact, not to open us up to such potential harm.
PAP has gone astray on a broken track. We must fix this with an overhaul."
